Question about 1999 GMC Safari
On the inside trim, you can remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Disconnect the rod connecting to the interior handle (replace this handle if you need). Otherwise pull back the weather seal and remove the bolts securing the outer door handle and disconnect the rod from that one...

Have you been replacing the handles with aftermarket replacements made in China. If so, spend the extra $$ to get the parts from a GM dealer. They obviously break too but perhaps not as easily.

Your door should be held on with clips. Removing the panel is sometimes hard, just take a good WIDE flat head screwdriver, and whatever tool needed to remove the screws holding the panel on, and be careful. Check underneath the panel, by the inside handle, and the arm point for screws. Once removed, take your WIDE screw driver, and don't quite pry them off, more or less try to get it underneath and pull towards yourself. There is no real easy way, just try to be patient with it, and if you hit any binds, look for more screws, its just a matter of patience for sure.

Lift up the handle, you will see the bolts there, You will also have to pry off inside door panel (after removing any screws) than you will have access to the nuts. That's all there is to it.

SOURCE: replace outside door handle
Your going to have to remove the inside door panel to get to the two screws that hold the door handle in place. Just make sure your windows are up so the window is not in the way to get to the two screws to un bolt the out side door handle. You can buy the replacement door handle from Auto Zone and buy extra door clips, since they always break. Auto Zone will have the step by step instructions to get the job done and it should take just under an hour, some band aids will be handy too. Good luck and hope this helps, keep me posted, be glad to help.
