Your multi function switch is bad. Expensive dimmer, This require removal of the steering wheel and air bag so you can access the bolts holding the switch. Also requires you remove the trim pannels on the steering column.
Before you start all of this, disconnect the battery. 2. remove trim panels on steering wheel. Remove air bag and disconnect yellow wire and black wire by giving a 1/8 turn on the horn wire. Remove steering wheel, remove dimmer switch, you must take it apart to disconnect the wiring harness. Pull out the dimmer portion which has a nylon wedge. Ensure contacts on this are not melted. Clean contacts, ensure wedge is not broken. It has a little piece on the bottom to keep it in line. If its missing you need a new switch. When I get home will insert images so you can see what am talking about. Also when re-assembling ensure the plastic pinion is in the park position for the wipers, If your wipers start working before re-assembling the switch just move the pinion to the position where the wipers park. Ensure wiper on the signal lever is in the OFF position and re-assemble. These cars all suffer from this problem. I have been working on this issue over 2 weeks, Am down to tracing wires, which I gave an extensive explanation on how to do this. Look for it under the name of Angel Rondon. More to come as I keep going on.

One of my turn signals wont work, both my headlights only work on highbeams

replace the high beam switch which causes this problem. Also clean the terminals for the directional light bulb. That will cause a negative continuity to the bulb

Where is headlight module located on 1997 buick century

I know of no module called the headlight module. Do the basic tests of the main head light switch for proper power and grounds at the connector.

Did you check the headlight switch ?
The high beams working bypass the headlight switch so you can flash to pass another car.

To change the low beam headlight on the 2001 Lesabre, the headlight assembly must first be removed from the car. It is really quite simple to do. There are two bolts on the top of the assembly that must be removed - that is all! The entire assembly comes out and gives easy access to the low beam bulb. Give it a 1/4 counterclockwise turn to remove it. Plus in the new one (#9006) and reverse the procedure.

Headlight wont turn on

Sounds like your headlight switch has failed. I have a 99 Audi A4, and when mine died, it was the same exact problem (it's a known problem area for the Audis). Given that your car is behaving the same way, I'd look into a new headlight switch as a solution. The toggle-for-highbeams feature is wired separate from the normal headlight wiring and is a simpler contact setup. The contacts and wiring and switching for the low and running high beams is more prone to failure. You should be able to find a switch assembly at a salvage yard for less than $15 and can probably change it yourself in a half hour to an hour.
