I suggest taking the car to an autoparts store and have the alternator output checked. Most parts stores will check the alternator and battery condition for free. Flickering lights can be a sign of voltage fluctuations and getting the battery and alternator checked may narrow down the cause. Sorry for your trouble and I hope this helped. Best wishes.

Well the stuck in park problem may be the brake switch or the shift lock solenoid, and the flickering dash lights may be a wiring problem.

I ran out of gas and put some back in now my car is making a buzzing sound and the lights are flicking when i try to start it

Sounds like you have flattened the battery, the buzzing sound is the starter solenoid tripping in and out due to low power so the lights start flicking, charge battery or boost start from another vehicle

Head light flicking

inspect battery terminals and battery condition, very common when bad contact will cause lights to flicker

Flicking headlights

Check the wiring from alternator to battery (check every single joint or clip for tightening) or better let it check by an electrician.

Tail Lights

It sounds like you need to eliminate the problem, step by step. The first step, is to check the tail lights, to see if they are loose. Next step, check the wires leading from the tail lights, to see if they are bare & touching something. Next, check your fuses, to see if they are loose. Finally, if that doesn't help, go purchase new tail lights and replace them and see if that works.
