What do you mean by disturburater?I am trying to figure out what was changed. If it has a distributor,It may just need a new distributor cap and rotor, also new plug wires.

What it probable is ...Wet Distributer cap,wet wires.Change all...or try a wire dryer spray avalible at auto stores..spray on warm to cold (not hot) engine Distributer Cap all Wires let dry. The spray is silicone base it repells water, and prevents it from geting into small cracks.A wet system will not start,Good Luck

It has all to do with the problem.
The distributor cap has a crack in it. There is trapped moisture inside the cap (lots of it). It is shorting the spark.
Remove the cap (don't disconnect the wires); wipe the inside and then spray WD40 so that the water will evaporate out of the cap. Liquid Wrench spray also works... It will start now. Obviously, replace cap (and rotor while you are at it). with a new one.

There is a drain in the distributor that gets clogged up and holds moister under the cap.It is like a vent .So i would replace the cap and rotor and check the vent hole the will fix the issue :)

All of these are good ideas, but I warn you ,if you use wd 40,wipe the wd 40 out of cap real good before attaching it to vehicle, cause it will blow up the cap when you start the truck,I know,It happened to me in 1979.The ignition sealer spray is a awsume idea.

1998 suburban runs terribly when it is damp outside during and after a rain. Also runs bad in warmertemps at initial start. Today and on other occasions I have heard what sounds like a popping sound around...

Sounds like a good place to start would be a new set of plug wires, distributor cap, rotor, depending on what ignition system you have, plugs too, if not done recently.

My 99 Suburban is intermittently starting.....

Unfortunately the fuel pump can still be bad. The pump has a check valve on it that wears out. The pump will continue to run but, struggles to supply enough fuel to start the engine. You can buy a fuel pressure test gauge from Auto Zone or that type of auto parts store and check the pressure. You can purchase a fuel pump from them too.
