It has had full alignment twice regarding toeing in and out, the service department states it is corrected and states it is centered, although the pitching of the steering wheel is still visually noticable.

Yes it can be solved. All though your car may be in alignment how ever, they did not center the steering wheel prior to making any adjustments (it requires a little more work if you know what I mean), that's a part of the check list. You can fix by taken off the steering wheel but I recommend that you take it back and demand that they correct it. That's a prat of what you pay for when you taken in to get it aligned.

The wheels are in alignment but the steering wheel is not make the mechanic go for a test drive and show him, the wheel is out of alignment and it's due to how they aliened the steering system. Do NOT pull the steering wheel it has a clock spring in it and can cause the ribbon cable from it to wear or have two much tension on the clock spring in one direction and cause it to break or set off the air bag system. Again do not do this yourself This takes a qualified mechanic to fix. If the Dealer won't fix it take it to a alignment shop pay to get it done right then take the bill back to the dealer and ask for a refund. Or call the Dealer hot line For Pontiac and report the issue so they can send you to a different dealer.

Yeah it just needs the wheel center when setting the toe in or out on it.

I don't know this vehicle but if it was me I would follow the pipes back from the steering unit and they will cease at the steering pump reservoir and allow you to fill it there.
