Okay, then you might have 2 separate problems. The cold fast idle and idle fluctuation is usually caused by a fast idle valve that is leaking or out of adjustment. You can adjust this by removing the cover of the fast idle valve, and turning the white slotted bypass valve seat. You must do this when the engine is cold. The fast idle valve is the one on the right on the front of the intake plenum. It is situated vertically, and the cover is round with two screws. The other valve is the idle air control valve.
The code 1 is almost surely a bad O2 sensor. You can do the fast idle adjustment first to see if it makes a difference, but I doubt it will.

Warm idle with no load, lights, fan, etc. should be 700 +/- 50 rpm. Idle speed with a load should be 770 +/- 50 rpm. Cold fast idle should be between 1000-2000 rpm

Even before the belt is about to break this problem may arise . So please check your belt condition

I feel adjustments will be the main culprit causing your problem

Check the adjustments first of all then go to the belt ok

This issue could be caused by any of a large number of issues. Could be a thermostat problem, I've seen faulty thermostats cause exactly what you describe, upon replacement it's good as new. Could be a timing belt issue, when was the last time you replaced the timing belt?

Actually, the most likely one would be a vacuum leak in the system somewhere since you say it whistles... If you are extremely mechanically inclined check all the piping for a leak... it may be easier just to have someone who works on Hondas take a look at it.

Thanks, let me know
Tim

After my 03 jeep liberty warms up to normal, the idle begins to fluctuate until it goes down to 500 rpms than wants to shut off but revs itself up to stay on, now when I am in park and rev the rpms up it...

It's not a gas pedal, it's an air pedal. Fuel injected engines are all about air flow at idle. take off the intake snorkel and check out your throttle body. You may just need a new throttle position sensor, or the Idle solenoid that regulates idle air flow is stuck. The computer will try to compensate, but it can only do so much.

My 91 honda accord acts like it has a rev limiter at 2500 RPMs. anybody ever hear of that?

I would suggest you change out the fuel filter and then try it, if that doesn't change anything then pressure test the fuel pump to see if it is putting out the correct pressure, low fuel pressure causes this type of symptom

My honda 2003 jerks when i change gear from to Reverse or Drive. Also, when on Neutral or Park, the revs/s is about 2. i dont know if that's normal. thanks

The revs should be around 700- 900 rpm while in neutral. Revs about 2 (2000 rpm) is absolutely abnormal, and of course the vehicle will **** with any gear change. Furthermore, continued operation of the car in this condition will damage the transmission. Seems like the idle sensor, MAP sensor or other part is working incorrectly. Take vehicle to a shop for a scan of the computer and repair, in order to save the VERY costly transmission.

When in park honda odyssey revs up and down between 1000 and 2000 RPMs

is the check engine light on also? it sounds like the idle air control valve is bad. this controls the idle of the vehicle. when it is stuck open it causes too much air into the engine and causes it to rev. when it gets to a set rpm, the pcm cuts fuel. then it turns the fuel back on, then the engine revs, then it cuts fuel........code p0505 will prob be set
