Sounds like the starter solenoid or the starter itself - probably needs replacing but check the wiring at the starter first (loose connection, frayed wires, etc.).

I started my car just fine last night but in the morning my window was open and it rained and my car wouldnt turn over or sound like it was trying to start. the battery is fine and the headlights work...

Check the starter and see if the starter has corrosion, if so you will need to disconnect the battery first, and clean the wires and bolts and reconnect the battery and then try and start the vehicle.

Van wont start or turn over. (battery has lots of power)

Possibly a dirty or loose battery terminal. If they are okay and starter won't click, give the small wire on the starter motor solenoid a wiggle. It could be a bad conection.

@005 Envoy Wont start when cold

If you can replace your own starter I would buy a new one and try it. Sounds like it could be a worn commutator and when cold the brushes do not make contact with the armature. Worn bushings will sometimes do the same thing. If you are mechanically inclined and have tools I would remove the starter and see if the shaft is loose in the bushing. If so you might try to find a replacement bushing and install it.
