sitting still, the clicks can be felt in the steering wheel but the wheel's, at least the driver's side, begin to move right away so i don't think it's slack in the steering gear from the inner tie rods out to what ever attaches to wheel bearings and onward

I have a 1999 jeep cherokee limited when I am driving there is a humming/growling sound that comes from the front drivers side. It seems that it is almost draging the vehicle? Would this problem be a wheel...

cv joints don't always click, mainly they click when turning, But worn ones will also make noise,, since you have to remove the wheel anyway ,, I'd check the bearing first, then move onto the cv joints

Clicking noise when driving and turning to the right

It is possible the engine cradle bushings are shot and the cradle is moving laterally or twisting during turns causing something like a wheel to contact the body. An alignment shop can check that for you.

Clicking under the front end

Clicking noises on turns indicate excess clearance in the Constant Velocity ("CV") joints. They can make noise when worn. Replace the drive axles.
