Question about 1999 Dodge Grand Caravan
Look for the lower two corners of the radiator. If it has a drain plug it will be at the lower points, likely at the corners. Sometimes they put the drains in silly places, like my Z71 that has it behind a ton of skid plates. Sometimes a radiator just doesn't have a drain plug. If you can't find it, you might be better off getting a nice large drain pan and just removing the lower radiator hose. If you're draining your coolant, and haven't changed your radiator hoses in a few years, you may want to change them and the thermostat while you're in there anyway.

Drivers side at the bottom......may face to the rear or to the side of the rad.

It would appear that the relay is located on the cross rail that runs across the front of the vehicle (in front of the radiator). I found out that it is riveted in place by a single rivet, so in order to replace mine, I will have to remove the rivet and use a self-tapping screw to secure a new one.
The fan relay is located in the fuse panel located under the hood beside the battery. It will be marked under the lid. Make sure you check the maxi fuse for the fan also.

I recently had the same issue, but my airbag warning lights also turned on. If this is the case, it might be the clockspring. There is a recall on clocksprings for Caravans 1998 - 2000 I believe. I got it replaced for free in the dealership. Enter your VIN in this site and it will tell you if you are covered in the free replacement warranty.

the relay is on the drivers side just below the headlight. you have to jack the car up to see it. it's bolted to the body with 2 8mm bolts. that is you have to use 8mm socket. It's black and about two inches square. It's a little hard to see but it is there. hope this helps leave comment.
