Question about 1993 Toyota Celica
Love this car i owned one and is most likely the motor is it catching on something preventing it from opening try removing the screws that hold the housing in place to expose the headlight assembly then try the lights maby if you need to a slight bit of help to it to determine what the issue is but you should clearly be able to determine this once you are able to see inside
