Sounds like your fan resistor board has lost a couple of speeds.
A easy job for you.
Buy the part at any after market parts place (NAPA ) etc.
The resistor or controller board is next the the A/C heater fan motor.
Take yours out first to match to the correct replacement board.

Where is the heater relay located on a 99 ford expedition

If you are talking about the blower fan resistor, this regulates the speed of the fan and can keep it off completely. You would go to the blower fan and backtrack the wires to a place on the Firewall where a part is held on by 2 bolts and has 1 wire from the blower fan on it.

There may be clearance problems with heater hoses and metal tubes in this area. The part is the size of a pack of cigarettes and is mostly hidden inside the duct structure. This is all under the hood work.

Look online for the blower motor resistor for your make and model. You may find a video.

1999 ford expedition heater not working

if it comes on but blowes cold air, or the ac still works it is the heater core, if it does not come on at all change the blower motor, make sure you check the fuses firs to make sure its not that!

180,000 mile scheduled service

looking at my repair manual....the ford expedition only goes to a 60,000 mile schedule. so my input would be that the dealer will run a computer check which is $95 minimum and go from there. They will also run a drivetrain check and performance check. they will probably check for leaks, serpentine belt wear, front end and brake issues etc..basically everything and anything you ask for. i usually do all my own preventative maintenance. if they try to tell you something is wrong and you have not had any problems i would get a second opinion from a reputable garage before i would let the clowns start dismantling your vehicle.

check fuses, check power and ground at blower motor.if the blower has only one speed it will mean a resistor is shot.an easy test if blower is not working at all is to turn blower on hi and tap on the bottom of blower motor with hammer if the blower motor kicks in then you know the motor is the problem.if the motor still does not work, the wiring to the switch and the switch will need to be tested,if the wiring and switch are ok,then replace the blower motor.
