Question about 2004 Dodge Neon
It is a grounding problem.
The grounding "strap" that connects the motor to the chassis (under the hood) is loose, corroded, missing, etc.
The electrical system is finding a temporary ground.
1. The grounding strap may have become loose because a broken motor mount is causing it to connect/disconnect while driving.
2. Install a grounding strap ($12 AutoZone, $50 dealer)... even if the dealer doesn't want to.

Have you checked all the vacuum lines for dry rot or missing placement of them as well has the fuel filter been changed and the car been gone over by making sure the plug wires are in good condition as well as the air filter not clogged etc...ck all the fluid levels while you are there too this is called process of elimination are any wires bare or exposed touching metal causing it to ground out look for the obvious 1 st

My neon had the same problem took it to several shops no one could figure it out then one day a guy told me to check the starter relay fuse under the hood next to your battery. I did this and found that it was blown. I replaced that fuse and didnt have that problem for some time. It eventually blew again i dont know why it blows but replace it and that will fix your problem. let me know if this is not your problem.
