Question about 2003 Lincoln Navigator
The relay is by the water tank on top of the air pump and the relay is under the dash drivers side close to the upper brake pedal hope that helps

Temperature Control (EATC) module (19980). Don't think you have a fuse problem ! More then likely the HVAC control module is bad , they do go bad
