Look for a missing or poor ground connection on the rear stoplight lampsocket/s.

Voltage for the tail lamps shows to be a brown wire. Use a test light, check that wire for voltage, headlamp switch on. If voltage then check black ground wire.
A problem with grounds will cause some weird things to happen. Ground wires are black. You can use a test light to check ground, one end of testlight comes from battery voltage, the other end you touch ground, black wire, you have to penetrate the insulation. If the lite comes on, at least the ground is good enough for the test light.
At the moment, I don't care about the maker lamps. I do care about tail--stop--turn--tag lamp. In the past, I have been stopped because of no tag light.
Just my opinion.https://s9.postimg.org/af5e5kqtb/tail_lamps.jpg

check the brake switch down on the brake pedal bracket for operation, or check the light switch for good connection, I dont know if you are talking about brake lights or rear marker lights

What causes the brake lights to stay on after I shut the engine off?

Most likely cause is brake switch above brake pedal failing closed (button out). Try removing connector from switch to see if brake lights go off. If they do, switch is bad or not adjusted right.

Tail light out replaced both brake & tail lite bulbs nothing

It sounds like your brake light switch is out.  It's located on the brake pedal and is relatively easy and cheap to replace.  Let me know if you have any questions.  Thanks for rating my response and for using FixYa!

1990 Volvo DL Sedan Brake Lites Work but Also Come on With Running Lites

Is there a switch on the left side of the dash that has a red lens and a wavy line across it? If so, you have a rear fog light switch and it has been activated, causing your brake lights to come on each time you turn your headlights on. Flip the switch and the rear lights should display only the parking lights with the headlights on.
