Question about 2004 Honda Accord

One Low headlight doesn't work and wipers come on

I have a new car and the drivers side low head light doesn't come on, though when the switch is on the wipers turn on and keep going until I turn it off. This is with brights or regular but not with parking lights. These are all on the same switch and if I flash brights the wipers turn on. So I imagine there is a wire crossed somewhere, perhaps with the wires running to headlight that doesn't work. I have tested the light socket and it says there is power to it.

One low beam head lights will not work, high beam works though

check for a damaged wire for the low beam. Also wouldn't hurt to check the ground wire as the high beam will try and ground through the low beam but not visa verse

Headlights

turn on your low beams and look at the passenger side. as a general rule the low beam lights are the ones on the far side of the headlight bucket, not on the inside
