Question about 1995 Buick Regal
Hey, I had almost the EXACT same problem. I found out that a few of my sparkplugs had gone wonky, and that a couple of the spark lines had gone as well. After replacing them, it cleared up. With a weak spark, the engine has trouble keeping a steady rhythm, and in my situation (I only have idiot lights and no gauges) the Spedometer would max out and drop back to zero when I would roll down my windows, even if parked. I would definitely say to check the sparks.
