Follow the water pipe from the radiator to the engine block, usually

I have a 1997 cadillac deville and it keep over heating. i have changed the hose out twice and checked for leaks, plus i my fan is working fine...

Check the waterpump and thermostat. When the waterpump doesn't turn, engine heat is not transported to the radiator. When the thermostat doesn't open once warm the same happens - no engine cooling.

The radiator should be hot op top and cooler at the bottom. If it's cold allover then there's no cooling fluid transport

Follow top large hose from radiator to its end on the engine. That will be your thermostat housing. The thermostat is located beneath that housing.
