Question about 1990 Honda Civic
The real way to do it without having to drill your bumper out is to take the bumper off. It's easier than you might think on an 88-91 civic/crx.
To get the bumper off, take out the two phillips head screws in each of the wheel wells that hold the very ends of the bumper on. Then take out the two phillips head screws that hold the light housings into the bumper. Unscrew the bulbs and push them back through the hole as far as you can. If you look through the holes you just opened up, you will see two 10mm bolts on each side of the car. Take these four 10mm bolts out and then pull the ends of the bumper away from the car to unhook them from their clips, you will see what I mean once you get the bumper off.
After you take the bumper off get down on the ground and you can see lever that the cable pulls on. Take a flathead screwdriver and pry this lever the same way that the cable pulls it (should be towards the passenger side of the car). POP! Now your hood will open.
Sounds like a lot but all you need is two screwdrivers, and ratchet, a 10mm socket, and an extension.

First of all I'm not an expert. However, having said that the only way I was able to do this very same thing was to pull the hood up a bit and slide in a couple extensions and a socket onto the bolts and take them off. Then it got real fun becuase one of the bolts is behind the bumper, so I lined it up and drilled through it to get at that one. Drastic perhaps but as a backyard mechanic I couldn't think of a better way to get at it. Hopefully someone else has better advice, perhaps a way to pull up on the hood and force latch open.
