Just wondering and gathering data to assist you... Have you matched the new belt to the old belt to be sure the new belt is the correct size? The new belt may be up to 1/4 inch smaller due to stretching of the old belt.

Serpintine belt wont tight ,idler pully is in good shape old belt came off thought it had streached it was almost new replaced it still having same problem.

Are you sure the belt tensioner spring is strong enough to keep the belt tight ?
You should have to move the tensioner to put the belt on, then it should keep the belt tight when you finish.

Installed new tensioner for serpintine belt, can't take tension off belt , it will not move in counter clockwise direction like its supose to, why ?

You can look at tensioner and see which way it will turn, with racket, you may have to turn from below. It is a tight fit but bolt doesn't need to be loose.

Dodge Dynasty 1990, 3.33 liter eng. The belt

Check to see if all your pulley's are aligned properly. It sounds like they may not be. Put the belt back on and look straight down it. If it appears to have a bend, that needs to be fixed. If you have a carpenter's square you can use it to double check you eye. You can use washers as shims on the bolts that hold whatever is out of line. If it sticks out too far you'll have to grind or file it to bring it back in line or remove washers or spacers if there are any. Hope this helps.

Radiator fans not working

Check your connections on the fan. There are electrical plugs on the fans that connect to your cars electrical system. Check this, especially if you just put in a new radiator.

Need ''dummie'' instructions on changing belt in 91 dodge dynasty

AutoZone has manuals online for many models including yours. Here is the page for drive belts for 6 cylinder engines. If yours is a 4 cylinder, you'll have to go to the manual for 4 cylinder engines.

Charging problem

Could you clarify your engine size?

4 Cylinders K 2.5L TBI SOHC 6 Cylinders 3 3.0L FI (found in 36% of 1990 Dodge Dynasty) 6 Cylinders R 3.3L FI (found in 64% of 1990 Dodge Dynasty)

If you have the 3.3L the voltage regulators are located in the Powertrain Control Module (PCM) or Single Board Engine Controller (SBEC), depending on the model. If, after diagnosis, the regulator is deemed faulty, the PCM/SBEC must be replaced with a new one.

Hope this helps for now
