Question about 1993 Saturn SL2
The instrument cluster on this model is entirely electronic. If anything like the speedo or odomoeter quits working the entire unit must be replaced. I have two of these cars with the same problem. Replace it with a used working instrument cluster from a junkyard and it should fix your issue..

More likely on a car this age it will be a physically spinning speedo cable inside a rubber sleeve that runs from the back of the speedometer to somewhere on the gearbox on the final drive. They do snap accasionally and can be a bugger to replace, get any kinks in the new one and it will snap again. Take instrument console out and have a look at the back of the speedo you'll soon know.
