Thanks Michael, but that doesn't solve my problem. There is an autobody, (fiberglass), framework that is in front of the assembly that appears to be attached to the main body by way of plastic rivits. These rivits are hard to get to and I don't know how to remove them so that I can get the framework away in order to lift out the assembly.

Simply remove the plastic cover over the headlights and radiator. This is easy to remove by removing the plastic clips. On the headlamp assembly, there are three bolts that need to removed, two under the plastic cover and one at the top of the fender. Once this is done, gently pull it out, it will tend to hold onto the fender as it is grooved to do this...then reverse the steps to reinstall the headlight assembly

1999 Lexus LX470 Steering Column Lock Assembly:

I'm in the middle of repairing this right now on my 2000. I noticed that in addition to the two anti-theft bolts that need to be removed, there is another bolt on top of the SCLA that when screwed all the way in, is supposed to align with a hole in a rotating assembly that is inside the steering column. I believe that if this is not aligned, then it won't hold the lock in place and when you turn the steering wheel you might get the behavior that you are seeing.

Lexus lx470 1999 Starter

Look at the "rear" of the engine where it joins the transmission. Follow the positive cable from the battery to it. Cog with the 'teeth' you see engages the flywheel to start the motor.
