Very good chance that it's bad fuel injectors and/or fuel pressure regulator. Very common with the 96-2000 L29 motor (Vortec 7.4L)
Replace with better injectors, the OEM ones are NOT WORTH cleaning. Go to http://www.fullsizechevy.com/forums/general-discussion/technical-maintenance/213662-96-99-454-vortec-owners.html

Good Evening, you might want to check those injectors, I can not remember for certain but that setup was sequential and when one or two have a problem it would take out the rest. Ohm out the injectors and see what you have there.

Runs rough till warmed up. Hesitates. I put a new

Ok, you got new 02 sensors, that is good, Now check timing, vacuum hoses for leaks, check for headgasket leak with compression test, Check or change fuel filter and plug wires. If fuel injected, try using injector cleaner and you can also remove one injector at a time to make sure it is not leaking or plugged. You can also test throttle position sensor and idle position sensor with an ohmmeter to see if they are good.

My truck misses when it is first started and run ok when it warms up. It is a 4.3 motor automatic.

Do you get black exhaust smoke when first started? If so, then there is too much fuel at first which probably fouls several spark plugs, but as the engine warms up, the plugs start firing again. If no black smoke--is the check engine light ON? Read the code(s) if so and follow the clues.

1996 gmc 5.7 vortec It turns and turns but wont start

the three things an automobile has to have to run are compression, fuel, and fire. I think you need to check the firing. I would remove one of the plugwires and insert a screwdriver into the end of the plugwire, have someone turn the engine over while you hold the screwdriver about 1/4 inch away from metal on the engine if you get a spark then it is firing and you need to move on the next option. I hope that helps!
