You need to take the vehicle to a dealer, when the light is ON, and get it scanned. The results of the scan willl lead you in the direction of the repair that is needed. In your case, with the info that you have provided, I would think, with the intermittantness of the issue, is you may have a spiral cable (or, a 'clockspring') in the steering column going bad.
