How much is the reading from Fuse to Ground?
If you have a short in the line, and its over 10ohms, your going to blow the meter every time, if you know there is a short in the line all you need to do is trace the wire, because every time you put your voltmeter inline in a shorted series over 10ohms, it will blow and possibly damage the voltmeter.
The meter fuse is used mainly for transmission although you can see other circuits on it. Below is a schematic but I have seen many rubbed through harness on the right (passenger) side of the trans just before the transfer case way up toward the top of the trans.
Hope this helps you solve your problem. Hook up a 12 volt bulb and it's socket with 2 wires. One wire to each side of the meter fuse. Key on, the bulb will be bright if circuit is shorted. Find and eliminate the short and the bulb will dim or go out depending if the circuit has other normal draws. Easiest way to find shorts by disconnecting connectors in the circuit and just watching the bulb for brightness.
