Headlights on a 96 s10 won't come on

But if you move it with the tilt stitch they come back on

I presume that is tilt switch.... likely a short in the wiring in that area to the wire has been pinched and broken inside and when you move it (with the tilt) it connects again

this is not an interference engine so no the valves won`t hit the pistons and bend.

When I tilt the steering wheel down on my 2003 pontiac grand am the headlights go out

i expect its pulling the wiring loom/connector away from the switch very slightly, remove the cowling and see if there is any sort of cable tie/tape around the wires from light switch if so cut free carefully and tape back up LOOSELY so the wires can move with the tilt of the wheel

You need to find out if the fuel pump is working, getting gas up to the engine.
If the pump is working and seen to have good fuel pressure, check ignition by checking for spark.. To work, the engine needs, you know, gas, air, spark, and compression. Why people say, check for gas, check for spark.

make sure that your ground wires are not rusted off between your radiator support and your fender also the ground strap between your fender and the firewall

Dodge ram headlights wont work unless dimmer switch pushed

Could be the headlight switch or the dimmer switch.
I would check for voltage at the dimmer switch first.

Individual motors for horizontal and vertical movement. Try moving seat while looking under at motors. Once you find the one that is not moving, try holding switch to foreward position and tap on motor with a screwdriver handle. This may get it going long enough to move so you can reach the pedals easier.

Head lights in my 84 s10

either both of your low beam headlights are burned out or you might have a bad dimmer switch. I would pull out one of the headlights and check in on your battery to see if it is burned out (you could also check for continuity of the filaments with a multi-meter if you have one). sometimes trucks with tilt columns have broken wires in the column where it flexes as you tilt the wheel (usually high mileage vehicles or ones with loose columns). good luck
