Wear is the a/c core located at on a 03 Ford crown vic

the evaporator core is located inside of the heat/ air box inside of the cabin. I believe the dash will have to be removed to remove the air box to access the evaporator core.

2004 crown vic; cannot turn off heat

Probably the "blend door actuator" inside the dash..

It opens/closes a flap to allow air flow across
the heater core or the a/c evaporator.

Its basically an electric servo and position is controlled by the knob.

Yes it is your blower motor that is going bad, eventually if not fixed then it will stop blowing all together.

Vents don't open when I turn on max A/C

I had the same problem on my 2003 CV, took it to ford and found out it was the AC controller. The controller is the part you see on your dash, that allows you to switch between heat/ac etc.. Watch for the cost though, To have a new controller installed was approx $750

Where is the fuse box for the air/heat of a 2001 crown vic Lx. My heat norair wont come on even when it says it is on its not.

There are actually two fuse boxes, at least on my 01 Vic CVPI. The primary one is under the dash on the driver's side and to the left of the steering column. the second one is under the hood near the battery. Your owner's manual should have a diagram as what fuses control your car's accessories. Hope this helped! Bill
