If you are Sure that the PARK BRAKE CABLES are NOT FROZEN.
The Best thing to do is REPLACE the CALIPERS, given the Fack that NOTHING can be done to them to UNSTICK them.

Check the caliper and see if it is sticking and not returning after being applied to brake pad. If the brake pad is showing excessive wear it is the caliper sticking open.

pull the caliper mounting bolts, hang it from a clothes hanger, compress the piston to make room for the new pads, put every thing back like it was, check brake fluid. (open bleader on caliper when compressing piston.)

It sounds like there is a problem with the current calipers, it would be cheaper to try replacing the current ones with a new one NOT FROM HONDA. buy an aftermarket caliper and try that. Dealerships will try to screw you over and take money from you when its not necessary.

IF IT IS A REAR BRAKE LOCKING UP WHEN BRAKES ARE COLD IT COULD BE A LEAKING REAR SEAL. MY 98 SAVANA 3500 HAS HAD 3 REAR SEALS REPLACED AND BRAKES BECAUSE THEY GET CONTAMINATED AND STICK WHEN COLD. I WAS TOLD THAT GMC'S OF THIS TIME PERIOD ARE FAMOUS FOR THE PROBLEM......
