Vacuum you are seeing is about 13inches low. either something is causing the timing to stay retarded or the timing chain is stretched beyond it's limit. Id check the MAP and throttle position sensors as they have influence over timing (and fuel mixture) and check the chain for stretch. Since you had the distributor out, it is also possible that you have installed it one tooth off...that also can ****** the timing.

The firing order is correct on my 97 jeep cherokee sport 4x4 6.0 and it still will not start, why not?

I looked at info for 4.0L engine. I don't know what testing you have done?
make sure battery has a full charge, if it cranks good but won't start, have a helper crank it while you visually check for spark at the spark plugs. If spark everywhere, use a gage and check proper fuel pressure, also, check fuel injector pulse. If your missing all three, check cam and crank sensor. Don't replace anything unless your testing points in that direction.
Any applicable trouble codes? What about security system?

Bill, No known inertia switch for your vehicle unless installed aftermarket. Could be Cam or crank sensor, security issue, etc., have a good tech. scan for trouble codes, diagnose and estimate repair. Check the attached links, instruction and guides, Good luck

I have a 1996 cherokee sport. It does not idle when cold. I replaced the air control valve, but no improvement. whats the next step.

If your check engine light illuminates when the jeep is running bad, have the trouble codes read to find out what exactly is the problem. I would guess and say it's the heating element, of the O2 sensor, that is bad and causing hard starts when cold.
