What is,if any,way i can diy a quick fix on a starter disabled code for a 1999 cadilac deville.can the chip reader be bypassed?

If your key has the resistor pellet with the short wires on both sides of the shank, I can provide a bypass method. Basically, you make a small resistor of ohms equal to the key, cut the passlock wires at the bcm, and solder the resistor to the bcm side of the wires. I have done this many times.

Security light is blinking won't sart

The ignition key has a small pellet in it which has a precise electrical resistance. There are about 30 different values. In order to start the car you need the correct ignition key to turn the lock and a pellet with the correct resistance. If the computer measures the resistance incorrectly, it disables the starter and shuts off the fuel injectors for 3 minutes. The message "clean your key" should appear on the computer screen. The problem can be caused by several factors.
What Im trying to say is you'll need to get the key reprogrammed if you've cleaned it and the car still does not start. This is a "security feature" to make sure that a duplicate key i.e. cut from yours will not work in your car as they have special resistor chips in them the car recognizes the value of.

Car will not start, get "theft system problem" message, another message reads "wait 3 minutes".

yes, your key might be dirty if it's the older style resistor security key. Make sure it is not wet or dirty at the resistor as this can cause the car not to recognize the key correctly.

Security light is on and lights bilnk on and off when car is cranked what do i do

Ignition keys relearn takes about 30 min to do. 30-Minute LearnProcedure 1. Turn ON the ignition, with the engine OFF. 2. Attempt tostart the engine, then release the key to ON; the vehicle will notstart. 3. Observe the SECURITY tell tale light. After approximately 10minutes, the light will turn OFF. 4. Turn OFF the ignition switch, andwait 5 seconds. 5. Repeat steps 1 through 4 - two more times - for atotal of 3 cycles of 10 minutes. 3x10 = 30 minutes. The vehicle is nowready to relearn the Passlock Sensor Data Code and/orpasswords on the next ignition switch turn from OFF to CRANK Important:Turn the Ignition Switch OFF. The vehicle learns the PasslockSensor Data Code and/or password on the next ignition switch transitionfrom OFF to CRANK. You must turn the ignition OFF before attempting tostart the vehicle. 6. Start the engine. The vehicle has now learned thePasslock Sensor Data Code and/or password. 7. With a scan tool, clear any DTCs if needed. History DTCswill self clear after 100 ignition cycles. Without a scan tool you mayhave momentary starter interruptions while history clears itself.

If you do end up having problems with the Passlocks like my in-laws did with there Grand Am, you can buy a Passlock by pass module which is better and safer then being stranded out in the cold because the engine will not start. Here is the link Good luck and be safe. http://www.gmpasslock.com/

WHEN I TRY TO START MY CAR IT SAYS STARTING DISABLED DUE TO THEFT SYSTEM. THEN TELLS ME TO WAIT 3 MINUTES AND START CAR. AFTER 3 MINS IT DOES THE SAME THING

Sounds like the passive security system on the key. I've had this happen on a Chevy before. The fix I did was to clean the key with WD40, and to spray WD40 into the ignition switch. Put the key in, turn it a few times, spray WD40 in again. Repeat this process 3 or 4 times.
It cleans the contact points with the key contacts it.
