WOW you never made a mistake MR TOYOTA ????

It seems your just lurking in old posts to stir up trouble.

And for you information that engine does have lifters (more correctly called CAM Followers, but they are a type of hydraulic lifter.

Those valves should be basically self adjusting by way of the hydraulic lifters

WOW and you are a mechanic? the 22re engine does NOT have lifters in it so a hydraulic lifter is NOT self adjusting, you have to adjust the rocker arms / valves in the engine by hand

Adjust 2.2 4 cylinder 1998 Chevy valves

No adjustment. Put the rocker arms on and tighten to specifications. The hydraulic lifters are in the head, and they will automatically adjust.

When the valves are adjusted on the de-compression stroke can they be re-adjusted or is the head now faulty?

valves should always be adjusted with the cylinder being adjusted at top dead center(tdc). if you can rotate the motor by hand you can adjust the valves with no damage having being done.

You might as well inspect/replace the PCV valve while you're there.

Are the valves adjustable on the 1990 3.0L? I

1) The valves are adjustable, but they are of the shim-type adjustment. You will need to obtain the proper shims from a dealership parts department.

2) Any Toyota dealer can, by you giving them your VIN, tell you whatever was done to the vehicle under warranty

3) There are no special service campaigns for bed replacements, nor has there ever been one. Any bed that 'was' replaced was under factory "goodwill", to maintain customer satisfaction.

Ummmm....torque specs are listed for lots of bolts and things, so you'd have to be more specific.

Flutter type noise when truck gets warmed up

If you have not adjusted the valves that would be a good place to start, 117,000 is not high miles for your engine, but valve lash should be done every 60,000 at least.
