If your brakes feel the same whether the engine is running or off, its most likey the brake booster, its the round canister type part located right behind the master cylinder. check the hose going to the booster for vacuum.
if there is no vacuum, check the hose for kinks, leaks, blockage ect.
if the vacuum seems ok, start the car for a minute then shut it off and remove the hose on the booster to see if there is any vacuum stored (this can also be done with a vacuum gauge) if the booster is leaking, its shot!

Possibly partially seized caliper. Pull wheels & have a look for worn pads, & check that calipers are retracting as they should, and it also might be a good time to change flex hoses attached to calipers. Stopping normally a couple of times then pulling to side of road & check rims for excessive heat may point you in direction of faulty caliper or hose. The hottest rim, is probably the one sticking the worst.

Did you check the viscosity of the brake fluid? Also, please check the brake booster and the vaccumm hose. It might be leaking or even disconnected.
