The best diagnostic for the fuel pump is a pressure test. Need to know the specs on it (should be around 40-60 PSI), hook it up to a fuel pump tester and there you go.

The symptoms the engine presents when a fuel pump is going bad could include:

- hard to start
- hesitation
- loss of power upon acceleration
- going dead at idle
- others...

But other problems could cause these same symptoms.

When you turn the key on, the pump should run for a short time and quit. If it continues to run, then it's not building pressure, or the pressure regulator is bad. Measure system pressure on the fuel rail over the injectors--it is a tire-valve looking fitting. The pressure should be about 50 PSI more or less. Have the engine running when you make the test.

The usual symptom is an engine that turns over but won't start, the other less common symptom is a loss of power from a slow turning pump, this causes low fuel pressure.

I would crack the fuel line at the fuel rail and crank the engine, if you have fuel, you know the pump is working. If you have no fuel, check for power at the fuel pump. If there is power at the pump, you will probably need a fuel pump. Let me know if that helps, thanks.

Where is the fuel pump in a 1999 300M Chrysler? I ran out of gas and do not know how to reset the fuel pump nor do I know where it is.

The fuel pump is in the gas tank. You shouldn't have to mess with the fuel pump if all you did was run out of fuel. Simply fill it and start it. Should take a few tries to get it going since the fuel has to travel to the engine, maybe two to three cranks. Put the gas pedal all the way down to the floor and try it, let go as soon as it starts.

Bad wiring to fuel pump

don't know how you came to this conclusion but your fuel pump harness has four wires two for the gauge and two for the pump, if you dont know what they are you go over to a auto parts place have them show you one and look at the harness to see which go to the pump now go test the pump on your truck remember when you turn the key you will only recieve power to fuel pump for a few seconds to prime the fuel line after which once it starts the computer cintrols the rest. you might have a bad crank sensor causing it to not start.

Fuel tank hoses go to the pump. From the pump to the filter, and from the filter to the engine.
You disconnect the battery cables first.

Re fuel gage.

the fuel tank sending unit is defective in your van, this has nothing to do with the fuel pump going out, this was a 100% incorrect statement by the shop that said this, but do understand that if you pull the fuel tank to repair the defective sender for the gas guage u might as well replace the fuel pump which also is in the fuel tank, they (the pump) are are getting worn out at about the miles you have on this car.

Fuel pump/filter?

I would lean towards the pump. Some fuel pumps can be expensive, and it can be dangerous to work on fuel tanks, make sure your fuel tank is empty if you are going to remove it (they are deceivingly heavy)

from the description you gave, I would say your fuel pump is dying, and starting to fail. The whining noise is it struggling to do its job. You might find someone that can service the fuel pump (clean it, inspect it, fix worn out components and contacts, otherwise get it replaced.

My recommendation: Get a service technician (aka Mechanic) to take a look and ensure it is the fuel pump that has failed before you go buy a new one (because it may be a couple hundred dollars).

PS - If you have never replaced the fuel filter, do it, they are rather cheap and easy to replace.
