Use a test light to check the wires back to where you have power. It must be shorted out somewhere, probably near the back where gravel sones can hit them. Check your fuses. Also, if you have an aftermarket trailer towing plug on your truck , that will be a good place to start looking for a short.

Is the tail light fuse good?
If it is.....it could be the light switch......next wiring...or just a bad ground.
