DYI fixes for this problem: 1. search if there are starter relays for your vehicle. replace if existing. 2. replace SOLENOID VALVE in your starter. this normally looks like this picture
The left (drivers) side cylinder head is numbered from front (radiator) 1-3-5-7
The right (passenger) side cylinder head is numbered from front 2-4-6-8
per 2001 Toyota repair manual page EM-103 and 105. The numbers are not on the engine, from what I can see, but the manual is very specific on this info.

that is entirely possible yes, could also be a broken cable to change the temp from hot to cold, could be a problem with certain ac components under the dash
