You have the wires crossed or touching at the bulb socket. Normally, when the signal bulb burns out the signal will flash quickly like that. Since it flashes quickly when braking, then it's in the wiring at the socket, most likely it's grounding when you brake. Make sure first that the bulb is not in correctly, that's known to have been done before.

SOURCE: TURN SIGNAL BLINKS TO FAST RIGHT

The blinker usually blinks fast when a turn signal light is burnt or not contacting. Check the signal bulbs to see if they are contacting or in good condition. If that is not it. Try replacing the blinker under the dash.

Replace the bulb that stays on and doesn't blink, if that doesn't solve the problem, let me know.

SOURCE: turn signals blinking fast and stop when brakes applied

likely not, but change /check anyhow....If problem persists, likely you will need to change the module that controls directionals (usually under dash to the right of steering column)

Normally with the blinker blinking really fast, it's telling you that one of the bulb is blown, front or rear signals. Check your fuse, and fuse relay to see if it would fix the promblem
