Two months ago I brought my dodge stratus in to get repaired cause it seemed like the fuel pump I had replaced earlier that year failed. and now when ever I have less then a half a tank of fuel in the car its has a hard start and if it gets lower than that it won't turn over at all it tries to

A fuel pump failure will usually set no engine codes and you may get no ... Sometimes the pump will give you warning signs that it is about to go but you may not notice ...times on the tank and turn key to start again and listening for the pump hum. .... been through and you'll feel better later knowing that it has been changed.
Well the timing belt and water pump either work or they don't. So I doubt either part has actually failed.
I think I would want to figure out the running hot problem first since that could cause the other two if its a leaking head gasket.
have a fuel pressure gauge hooked up to it to see if the fuel pump is going bad..sometimes when fuel pumps start to fail the pressure will drop intermittently...this test willl find out if that is the cause
If it's like my wife's '97 stratus, the water pump is driven by the timing belt. That means you have to take a bunch of stuff off that side of the engine, including the engine mount to remove the timing components. How do I know this? A couple years ago, I replaced the timing belt and all associated pulleys and whatnot when the waterpump on that car failed. I did the whole job myself and did not have any leftover parts. Total cost on timing parts and water pump was about $250 at that time. I don't know what it would be now. Good luck to you.
