My 2003 Saturn l200 2.2 ecotec did this when the battery was dead. Put some juice on the battery, then the car came out of park, and I was able to remove the key. To the car, there's a vast difference between a sluggish battery and a dead battery. It may have enough amps to crank it, but it wont start w/out full output from the battery.

Hi, you have a malfunctioning brake/park interlock. When you go to shift out of park, as you know, you have to hit the brake or the shifter won't jump out of Park into Reverse. The interlock device that in this system is probably failing.

I have a 05 cobalt. One thing you have to make sure is that your pressing the brake while shifting out of park. As far as the wheels not turning while car is off, Completly normal. Reason why, because your power steering pump is not working while the car isnt running.

btsi solenoid on right side of steering column about halfway up column unplug and check green wire with test lamp while depressing brake pedal lamp should turn on and off if not replace brake lamp switch or check wiring if test lamp lights replace btsi solenoid
