The cable to the water valve that allows hot water from cooling system to circulate the heating part may be stuck or broken or the valve itself may be stuck. The cable may also have slipped and become too loose so it won't operate properly, last alternative is an air lock in the water system
The only fuse are for the fans for the vents. If you have no heat coming from vents when you turn the heat to max, there is a problem with the internal heat exchanger (usually located behind the glove box on most cars). There may be a problem with the AC compressor pressure cycling switch, it turns the AC compressor on and off as required to maintain proper pressure in the system, it is located in the low side line (large AC line) under the hood, it will have 2 or 3 wires going to it.
