I am suggesting you have either a wire that is shorted out, as might happen because of an automobile accident, or a headlight relay shorted out.
Often those relays are located inside a black plastic box under the hood of the car.

You have a problem with the daytime running lights system. It could be the sensor, relay or body control module. The sensor is on the top of the dash, there is a panel up there that pops of to access it. (be careful because they do break easily). The relay is in the under hood fuse panel. The BCM is under the dash. It could be one of these or just a bad connection at the BCM,relay, or sensor. These are the reason it flashes. When you turn the lights on manually, it bypasses all of this. Fixing this, you need a volt meter and wiring diagrams.
In my car the wheel on the light switch that controls the intensity brightness of the dashboard/interior lights is sometimes too close to being right next to the level of rotating the wheel so the lights are on continuously. I just rolled back the wheel a little and it corrects itself but if I drive a while hitting bumps etc. the wheel moves and I get the flickering of the inside lights. Outside headlights are OK though. I didn't know which lights you had the flicker.
