Sadly, the horn relay is built into the Smart Junction Block (passenger fuse box)
see diagram.
I think you may have a bad/sticking horn switch, which is part of the drivers airbag module. if there are no concerns with the speed control or airbag lamp on, the clock spring in the column is ok.
all the switch does is complete a ground circuit to the relay. you may have a wire pinched under the airbag in the wheel.
since an airbag is involved, I would recommend a dealer check this part. Airbags are dangerous.
it is a recall from kia they will replace something in your steering wheel call the kia motors i had mine done for free because its a recall thats why your light is on a pin went nad they need to replace it call them
For the airbag light situation to be resolved you need the airbag code to be deciphered from a scantool that can read airbag codes,,If the alternator has low output it would turn on also the ABS light,If the car was flooded it is posible that the control module did short out its location in in the center bottom console
Actually the Airbag Sensors would be located Close to the Radiator and can be disabled by removing the Airbag Fuse. To locate the Airbag Fuse look for a diagram near you fuse panel sometime located on inside of fuse panel cover if not it will be located in your Owners Manual. In this Diagram there should be names attached to each fuse just locate the one that has Airbag System on it. An easier way to achieve this is to disconnect the Negative Battery Cable from the Battery and be sure it stays away from the battey far enough to ensure that no power is able to travel to the fuse box.

Check the Passenger Compartment Fuse Panel (Page 188 from Owners Manual), is located below and to the left of the
steering wheel by
the brake pedal. Remove the panel cover to access the fuses. Check Position 26, 10AMP*...

Although the Airbag diagnostics #51 & #52 are related to the basic fuse/power issue, if you simply replace the fuse, it will continue to blow the replacement fuse until you correctly erase all airbag codes from the computer.
There is a way to do this, without the need for a diagnostic scanner....
If you are technically inclined and can make up a 2 x jumper wires (each with tiny alligator clips on the ends), I can show you how to do this.
If yes, then you need to locate and confirm your data connector is the same as this one (found in the interior fuse box):
Hello , check the airbag contact sensor behing the grill assembley . They are located to the left and right of the grill almost to the headlight assemblies. Check the wires to them for corrosion and damage. Check the fuse as well. There should be an air bag testing wire or fuse in the fuse panel. DO NOT UNPLUG THE AIR BAG SENSORS OR HIT THEM !!
The passenger side airbag is a lot easier then driver side. Take the glove box out and you will see two 10mm bolts holding it in place. When you open the passenger side front door, remove the panel on the side of the dash and you will see yellow connectors.The 1 closest to the front is attached to the air bag, it is clipped into the frame. Just pull it loose and take it out and your done. For the Driver side, it takes a skinny T27 to remove the two star bolts, then just disconnect the horn red clip and ground and install new airbag. The module is located under the passenger seat, underneath the carpet. Kinda stupid but thats where its at. You also need to replace the front impact sensor located behind the grille on the back side of the metal bar to each side. Follow the hood latch down. Also just to make sure, you know to disconnect the battery before you do all this. You don't want new airbags to accidentally deploy.
disconnect batt.wait 5 minutes,push brake several times,locate airbag fuse and remove.this is improtant as you will have to remove drivers airbag.there are 2 round plastic caps covering the 2 airbag bolts located at back of steering wheel by the cruise switches.remove caps remove the 2 8mm bolts.remove airbag,set airbag away from you with plastic cover of airbag up.replace switches.reinstall airbag,reinstall fuse.reconnect batt.
