The BEST way to get an answer to that question is to look in the Owner's Manual. If you do not have an Owner's Manual for your 1999 Passat, you can order one at https://www.vw.techliterature.com/consumer/
On 1999 Volkswagen Passat 1.8 Turbo the DLC is placed on the right side of the parking brake lever, under a small rectangle rubber cover. See pictures below:
It should tell you how to do it in your owner manual. If not, you might have to talk to the experts. They can help you step by step until your satisfied.
They may not be firing. I would check spark from coils. You may have a bad coil pack. Do check for any vacuum lines. You can go to autzone.com and register for full free online repair manual
