2003 Ford Windstar heater acuator located?

Is the heater not working in the front of the van, but is working in the back? You might mean the 'blend door actuator'. It's not easy to get to. The correct way is to remove the dashboard. Search YouTube for 'Windstar blend door actuator' to get some ideas.

2003 windstar 3.8 liter leaking water from flywheel area. started this after very cold night with no antifreeze. any idea what the problem is?

Quite possible that you may have a cracked cylinder head or engine block. Just going to have to investigate further and hope its something a little less catastrophic, Like something on the heater system running down
