Wheel balance maybe? Did someone tell you your balance was off? In cars the most common use would be related to your wheel balancing which would typically give you a steering wheel vibration at 60+km. Balancing can be rectified at most mechanic shops or tire shops.

the balance shafts may be out of balance

if guides and chain worn or
some work was done wrong during a timing chain and guide replacement

to get to them ....lots of work
balance shafts are lower part of engine block
number 6 in picture one

front parts of the motor has to be removed
same job as a timing chain and cog kit replacement

I prefer balance shaft elimination option myself

the garage may have did something to the crank position sensor that is located behind the harmonic balance. there is a ring gear there to for the timing

are you talking about the rubber gasket that is on the vibration damper (balancer) or the front timimg chain cover seal that goes around harmonic balancer? if its the balancer, the the two piece unit is not balanced and the rubber dampner gasket is worn and as the balancer goes around at 700-4,000 revs per minute it wobbles ever so slightly and pushes out rubber seal or pad.

to remove the balancer you will need to remove the belt, the remove the bolt off the balancer then use a puller to remove the balancer,to install line up the key way slide balancer back on and then tight bolt,

First remove radiator fan shrould.This will give you access to the fan.Remove fan and fan belts.Remove bolt on harmonic balancer.You will need to rent a balancer remover and installer kit.Most big auto parts chains will rent these kits to you.Next remove four bolts holding pulley to balancer.Next attach balancer puller to balancer with long bolts from kit.Using a 1\2 drive breaker bar,remove balancer from engine.After removing balancer replace front seal.Lubricate hub on new balancer with engine oil.Then use installation tool from kit to install balancer.Never try to beat balancer on with hammer,engine damage could occur.Then work in reverse to replace remaining parts.Hope this will help you.

Your harmonic balancer is coming apart. The Balancer has rubber ring that eventually wears. I also know that when people try and use WD40 on the tensioner pulley because the bearing is squeeking the WD40 sometimes works its way to the balancer or accidently sprays on the balancer. The WD40 eats away at the rubber. You will need a removal tool to do this. Where you pick the balancer up they should have this.
