The Liberty doesn't have an in-line fuel filter, it is part of the fuel pressure regulator on the top of the fuel tank and is not serviced unless the fuel press regulator is defective and being replaced.
diesel fuel run in the winter is a lighter grade fuel to help is from freezing, and hard starting in the winter. You mnay have to replace the aircleaner. And may have to replace the fuel filter located on to of the engine, just under the air cleaner housing. The diesel fuel now sold in the summer is a little thicker and having a hard time getting thru the old fuel filter.
The fuel filter is nonserviceable, it is in the fuel tank and is part of the fuel pump assembly. If you suspect the filter is restricted you will need to replace the pump assembly.
HI. this seems to be a faulty(clogged) filter but, i would also change the fuel pump as well. this is good preventive maintenance. the fuel filter can be changed in the parking lot. it is located near the fuel tank and, it is along the outer frame work, inline with the fuel lines.
You will need to separate the fuel lines on each end of the filter to release it. there will be clips on the ends of the filter that hold the fuel lines. be careful not to break these clips. it is very hard to release the fuel lines of the filter when these clips are broken.

The fuel filter is located under the vehicle along the frame rail or unibody. It should be located towards the middle, front, of the vehicle usually on the drivers side. It is silver in color 6 inches long and cylindrical, sometimes it can have a black plastic cover which might make it hard to locate, so, you can follow the fuel lines from the fuel tank towards the front of the vehicle to the fuel filter. Now there are some vehicles that have an intank filter which is not servicable, you an check your owners manual it will tell you if yours is serviable or not. A good rule of thumb is to replace the filter every 15,000-30,000 miles. Hope this helps you.
The fuel filter is located on the passenger side of the car (underside), just ahead of the rear axle. Once you're under the car, you can just follow the fuel lines leading from the gas tank. They will lead right to the filter (shaped like a large oil filter and hard to miss).
