Could be faulty coolant sensor check the code to confirm, some auto shops and stores can do that for free if you can't.

Wont start when cold outside turns over

First thing I would do is first day it warms up and starts put some fuel conditioner in the fuel tank you might have water in the fuel. That will if gets in the fuel filter will freeze and prevent fuel from getting to the engine. As to why it will start unless its cold out side. That would be the first thing I would try. Good luck.

Your motor oil may be too thick or carboned up. When you start it, let it run for a while and rev it up to clean out the carbon. Or your fuel injectors may be dirty.

1999 dodge caravan overheating while stationary no running fan

Check under hood on drivers side for relay/fuse box. They are labeled on underside of cover. If that turns up o.k. then I'd look at coolant temperature sensor.

Need to Have it Checked for WHAT FAULT CODES ARE IN the ECM<= Computer this or These Code's Will Give Information As to What the Problem is It MAY BE Something Very Simple. If you Have NOT Noticed a Change in The Vehicles Preformance it Shouldnt Be A Costly Repair. Best thing to Do it( Have It Diagnosed >=Get The Fault codes FIRST ) then Come Back here Online to FixYA And Its LESS LIKELY THAT You Will BE CHeated If you Have Knowlage Before you take it in For Repair Of the Problem.Have A Great Day and By the Way What is 23 Cel. = to in USA Fer. ?
