90% of poor running' poor idling, surging problems are caused by a dirty throttle body. When was the last time you cleaned it? Best procedure is to remove it from the intake manifold to clean if off the car. At the same time clean as much ditr from the intake manifold as well and the IAC and TPS sensors. Install a new gasket and replace.
COULD BE THE AIR IDLE MOTOR, IF IT DOESN'T HOLD IDLE, ANYTHING ELSE MAY NEED TO LOOK AT DATA, LIKE TEMPERATURE, O2 FUNCTION OR FUEL PRESSURE, THEY ALSO HAVE A DISTRIBUTOR PICK UP THAT GOES BAD ON THIS MODEL. BUT YOU NEED CODES AND DATA TO REPAIR THE IDLE, AS A 1999 (DEKOTA ) IS VERY SLOW ON READING DATA.

Yes its very possible that the IAC valve is bad.Here is something you can try.Take the connector off of the IAC if this remedies the situation then replace the IAC.If the idle is surging then I would look at the throttle position sensor.And also remember that if a sensor was bad you would get a check engine light that should come on.You might also have a vacuum hose that came off.
for the water pump leaking, get some engine coolant stop leak from any automotive store, it usually contains pump seal lubricant also. the power surges are a separate problem from your pump leak.
