Turn the key to start-can hear switch engage but either hesitates before starter engages or does

How old is the Jeep? Most likely either the starter has a bad solenoid or there is a corroded/ loose connection between the battery and the starter.

Are you sure it is relays and not the starter solenoid? A weak battery gives same symptom.

Car tries to start but cant seem to turn over. battery seems fine

Get your battery tested, if your battery has failed internally sometimes jump starting doesn't help as the battery is pulling all the current away from your starter.

IT PROBABLY IS THE STARTER. CHECK TO SEE IF THE ENGINE TURNS OVER BY WATCHING OR HAVING SOMEONE WATCH THE FAN OR FRONT PULLEYS AS YOU TRY STARTING IT.
