Question about 1995 Dodge Neon
Speedometer on 95 Dodge Neon does not work...when hit it will work for a while
Could also be bad solder connections in the connector between the wire harness and instrument panel.

You are quite correct - there is no cable to the speedometer on your vehicle so if someone is referring you to a speedometer cable this information is incorrect.
There is a small sensor called a VSS (Vehicle Speed Sensor) mounted on the transaxle, which sends electronic pulses to the PCM (Performance Control Module) which is connected via wiring harness to the circuit board that controls your speedometer.
Odds are very good that your problem is due to faulty soldering on the instrument panels original circuit board, a very common problem in the Neons. The Chilton manual has instructions on how to remove the instrument panel, all you need to do is remove it and resolder the connections on the back of the circuit board that controls the instrument panel
Here are the 3 possible causes for your problem listed in order of most common
1) Cold solder joints on the circuit board as above (Highly Likely)
Here is a picture of the circuit board and circled in red are the joints that need to be resoldered.
2) Trace cabling from speed sensor to vehicles computer. Remove computer and check the speed sensor connections for loose or dirty contacts. You will have to unplug the sensor cabling to examine the connection inside properly
3) Faulty speed sensor (unlikely given the symptoms you describe) - remove and replace.

The cable coming up from the transmission is loose at the back of the speedometer. If you reach up behind the speedometer you may be able to screw it tight again
