Fan speed control resistor block is the usual suspect for this. Quite in-expensive $10 - $20 ?
Easy to change, usually. Generally under the passenger side dash mounted in the air flow comming from fan. Maybe 2 - 3 screws on a block with a few wires, looking like it leads into the air cowling. May be behind glove box.
Do not run fan with new resistor out side of the air flow, it may burn out very quickly without the air blowing on it.
Seems like you have two issues. The first one, I would check the fan resistor under the passenger's side dash board. Look under the dash near the fan housing you will find a electrical connector, pull that out while having the fan on. If the fan stops then you know you're in the right place. Call the dealer for another resistor. Second issue, you may have a problem with the blend door actuator, if you're not a mechanic I would take the car to someone you trust.Let me know.
If sound comes from under the dash, it might be an hvac actuator that is having a problem? Sometimes you can put your hand on it and feel the vibration? Sometimes with a relay, you can do the same thing.
Need a new blower motor resistor. Check under hood on firewall, on passenger side under cowl, behind strut tower area is usual spot. If not may be on housing/ducting under dash on passenger side near blower motor.
sound like you have a bad blower resister some have a module next to the fan on the passenger side by your feet there is a resister that is inserted in to the blower box or black box that is a module that is inserted that neads to be changed
