The problem is when you turn the key and there is no sound at all but anything that could be lit lites up. Sometimes after the 4th try it makes the connection and the car does start. Is this a problem with the ignition, it has been fixed once before, and has it been recalled?

I do not think the blinkers have a "right" and "left" fuse...Its usually a flasher/blinker relay.
Try replacing the bulbs.. make sure their sockets are clean and able to hold the bulbs tight. If you are not getting both right side blinkers to work and you know both bulbs are good, the switch in the column may be the culprit.
The Change Oil reminder needs to be reset. This done as follows; 1. Turn key to RUN position, do not start engine 2. Fully depress and release the accelerator pedal three times within 5 seconds 3. Turn key to LOCK position.
this happened to me too. turns out the battery is dead and the key is turned on Accessory. the only solution is to replace the baterry witha charged one, charge the battery, or possibly jump start it. I charged mine and it solved the problem.
